No "Add Resource" button / permission denied on /resources/add

Hi, I'm trying to publish an OBS Studio plugin as a Resource but I don't see the "Add Resource" button anywhere in the Resources section (neither on the main Resources page nor inside the "OBS Studio Plugins" category).

Navigating directly to /resources/add gives me: "You do not have permission to view this page or perform this action."

My account: virosms

Is there a minimum activity/account age requirement to unlock resource creation, or is this a permissions issue that needs to be fixed manually? Thanks!
