1. In Windows, we recommend that "Game Mode" be enabled. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.
2. Run OBS as Admin
3. Your OBS audio Sample Rate doesn't match your devices sample rate. Change it to 48000 Hz.
4. Avoid using Display Capture unless you need to capture Windows stuff such as Start menu and desktop.
5. If your HD60 X and OBSBOT cam does not use the entire canvas, lower the resolution on the camera instead of resizing it.
6. In the camera settings in OBS, enable Buffering and Hardware decode (if available).
7. I think you can change the encoder preset from 6 to something better.

YouTube recommends 7.5 Mbps for 720p 60FPS H264 uploads. There's a reason for that. I know twitch "limits" to 6 Mbps but hopefully that changes soon.

Your log doesn't show any encoder overload/skipped frames/dropped frames.

Thank you so much for your reply. Also, sorry for my late reply. I have made the proper configurations and have just got done testing. I had ran a few streams; I ran one stream at 720p output with 720p resolution on my cam, that didn't look so good. Then I tried 1080p output, and while it DID look better on the gameplay, it looked worse for my cam. The "sweet spot" for me was downscaling from 1080p to 720p and having my cams resolution stay at 1080p. This kept the quality and cam at least at a watchable level. However, I still find that my camera is getting pixelated and choppy whenever i move or motion is happening in game. The stream itself has better quality overall, so I very much appreciate your advice. I am just still running into an issue where my webcam still chops up whenever I move or movement is happening in game that I do not know how to correct. Also to quickly speak on the Display capture: One of the reasons I had opted for Display Capture is because I record my gameplay on a portable version of OBS. To work around this, I believe that I can use a source recording plugin for my gameplay and even my webcam footage. I would have to test how the audio tracks get recorded to see if they record separately. So overall you have helped to make my stream improve and helped me identify settings that were giving me errors. So it's way better in those regards. I just still have choppy camera. I do not know if that could be from the VOD or not though.
