Starting Output Failed

I'm running OBS as admin and GPU drivers are up to date. Tried everything I can think of, but only software encoders will work.
I'm at a loss. I've never had this issue before.

Log is truncated so I can't see your encoding settings but I'm going to guess that you may be trying to encode with the iGPU instead of the RX590. According to the specs, it appears that the iGPU may not have encoding capabilities.

I attached a screenshot of my settings. I don't see an option for GPU/iGPU anywhere in OBS.

I don't either but I'm not using the version of OBS that you are. Set your Keyframe Interval to 2 & B Frames to 0. AMD drivers suck & were causing issues when encoding with B Frames. Not sure if the installed driver versions are affected.

No change with your recommendation.

Did it start after an update?

Post the log from the session, the old log is worthless for troubleshooting.

Something else you may want to try.

Start from scratch with a clean slate. Create a new Scene Collection, add (1) Scene/Source. Test.

That was the most recent log.
I recently upgraded my PC, minus the GPU for now. Reinstalled Windows and all, and I guess it probably started since then. Before that I was using a now apparently deprecated version of the AMD encoder, which still seemed to work, although it did sometimes give me the same error. Said error prompted me to try the newer one, but now it won't work at all.

I reckon my last resort is a clean driver install.

Yeah, I have tried this actually, as well as completely reinstall OBS. No change.
