New AMD rx 9070 XT in obs, AV1 Jumps over selected bit rate up to 90000 and youtube drops connection

I have a 9700xt
in obs i set CBR with 0 key frames and quality and 40000 bit rate, and it jumps all over whe ni drop into warzone while i am streaming, and the vide oquality is not so great. Is there support to use the dual encoders on the 9070 xt?

Anyone know how to stablize the bit rate, and make this usable on youtube at high bit rates? the s265 look bad at 49000 cbr.

also i am at 1440p. The other problem i have is when recording with obs, if i use cqp and select any number, using av1, the file sizes are enormous.. not matter that setting i use...

The maximum bitrate Youtube recommends for 1440p 60fps is 30Mbps

This error:
16:54:39.957: WriteN, RTMP send error 10053 (487 bytes)
16:54:39.957: WriteN, RTMP send error 10038 (59 bytes)
16:54:39.957: WriteN, RTMP send error 10038 (42 bytes)
This may be an issue within the network driver. Check for updates on the motherboard support site.

it says i have the most up to date driver.

i will go ahead and download the drivers for the chipset they have on their site... i wonder if this could be cause by my usb sharing resources with the ethernet, like maybe my audio interface is plugged into a port that shars with the ethernet, i will check...

If you're using any "network enhancer" (or whatever name it have), please undo the changes it did and remove it.

I dont think i ever used a network enhancer, other than the settings in obs...
i have had this issue for a very long time, i am talk years even with the 7800xt i had. and the 7900xtx..

I dont have this issue with the a380 card i used to stream my 5070 with... that worked perfect with av1.... it never jumped around, i think this is an AMD problem.

Also, when i stream with h265 or h264 on this amd card, in cbr, it works perfect, it doesnt jump around, better yet, this is a AV1 AMD problem....

5070 and 5060 ti also could not encode on good settings when playing games.. This wasnt the case on the 3080 etc... Its sad, how bad real time encoding is on the 9070 series and the 5000 nvidia lower and mid range offerings.

Someone needs to make a cooll encoder that works ate pcie 4x in tandem with a good video card, this would help the mid range market because playing 1300+ on a 4080, 5080, 4070 ti super, is a joke. a 600 dollar card should be able to stream HQ while playing... I am so annoyed.

as it was already mentioned in this thread this is a known issue and likely on the AMD side of things. there is already an open github issue and the workaround of setting bframes to 0 was mentioned as wel.

No, the nvidia 5000 series ie 5060 to 5070 and 5070 ti all have encoder issues, they have to be set on fast settings because they cannot do quality without errors... New graphics cards seem to suck for streaming. So no, this encoder card idea would be amazing as a 2nd gpu alternative...

You'd probably want to troubleshoot that, plenty of people are streaming with high settings on 50 series cards without issues so there is probably something with your configuration that is at fault.
